At the time of his passing, the late Aparr was Uganda's Ambassador to the Swiss Federation and Permanent Representative to the United Nations and other International Organizations including the World Trade Organization, in Geneva.
On Tuesday 5 February 2019, at the Permanent Mission of Zimbabwe in Geneva, Ambassador Christopher Onyanga Appar, the Permanent Representative of Uganda to the United Nations and Other International Organisations at Geneva, handed over the Coordination of the African Group on Humanitarian Affairs to Ambassador Taonga Mushayavanhu, the Permanent Representative of Zimbabwe to the United Nations at Geneva. Ambassador Onyanga Appar was deputized by Ambassador Eunice Kigenyi.

Ugandans living in the various parts of the world convened in Kampala for a Dialogue on Diaspora Resource Mobilization and Utilization. The Dialogue organised by the Ministry of Foreign Affairs in collaboration with United Nations Development Programme (UNDP), Bank of Uganda (BoU) and Uganda Investment Authority (UIA) focused on the theme, 'harnessing Diaspora participation and contribution to Uganda's transformational agenda.'
