Today, Minister of Foreign Affairs Hon Sam Kutesa presented Uganda's National report to the UN Human Rights Council Universal Periodic Review (UPR). The UPR is a States-driven mechanism of the UN Human Rights Council which provides an opportunity for all States to give an account of national human rights developments, challenges faced and measures taken to improve the enjoyment of human rights by their citizens.
Uganda was reviewed under this mechanism for the first time in October 2011. Since the last review, Uganda has implemented various recommendations it accepted and voluntary pledges made during that first cycle review in 2011. In his presentation MFA reported on the progress made regarding fulfillment of obligations, voluntary pledges made, implementation of recommendations and also provided information on developments in the field of human rights from October 2011 to- date.
He sighted actions that Government has taken in form of policy actions, including development of a draft human rights action plan; and established several mechanisms including the: Human Rights Committee of Parliament, Human Rights Sub-Committee of Cabinet and Human Rights focal points in all Ministries, Departments and Agencies (MDAs) to enhance the implementation of the above human rights commitments.
