The 12th Northern Corridor Integrated Project (NCIP) Summit, Kigali, Rwanda, 7th To 10th December 2015.

The NCIP takes place after every two months to fast track projects aimed at the East Africa Integration. The 12th Summit is being held in Kigali and it started on 7th December 2015 and will end on 10th 2015. The Senior Officials meetings are being held at the NCIP Camp, Kigali in Akagera Hall, Rwanda and the Heads of State Summit take place at Serena Hotel Kigali.

The meetings are being attended by delegates from Uganda, Rwanda, Kenya and South Sudan. The delegates from Tanzania, Burundi, DR Congo, Djibouti and Ethiopia are also in attendance as observers.

The meetings started with Senior Officials meetings from 7th-8th December 2015. The Uganda delegation at the Senior Officials meetings is being led by the Permanent Secretary, Ministry of Foreign Affairs, Ambassador James Mugume. Also in attendance is Amb. Rosette Nyirikindi, a Director at the Ministry of Foreign Affairs.  There are also other officials with Immigration being led by the Director Citizenship and Immigration Godfrey Ssasaga and Commissioner Anthony Namara. Deputy PSST Mr. Patrick Ocailap led the Officials from Ministry of Finance, Planning and Economic Development and Eng. Augustine Obyero Mugisa heading the Standard Gauge Railway and Chairman of the JTC at the Ministry of Works amongst others.

Ambassador Hatega, who heads the NCIP at the Ministry of Foreign Affairs, presented the Status Report on projects being coordinated by Uganda. These projects include:

  1.     Standard Gauge Railway (SGR)
  2.     Information Communication Technology (ICT)
  3.     Oil Pipeline, Refinery and Development
  4.     Political Federation
  5.     Financing

Discussions are ongoing following presentations of Status reports by delegations from Uganda, Rwanda, Kenya and South Sudan and later observations on these reports by delegations of Burundi, Tanzania, Ethiopia, DR Congo and Djibouti.

The Report of the Senior Officials Meeting will then be adopted and the NCIP Secretariat will compile a Final Report for signing and submission to the Ministerial Session. The Final Report of the Senior Officials Meeting will be signed today and delegates will also consider the Agenda and program for the Ministerial Session that begins tomorrow 9th December 2015.

Uganda's delegation to the Ministerial Session will be led by Hon Sam K Kutesa, Minister of Foreign Affairs. During the Ministerial Session, Hon. Sam Kutesa will present the Status Report on Projects Coordinated by Uganda, participate in adopting the report, consider Agenda and Program for the Summit and Sign the Final Ministerial report.

The Summit will take place on Thursday 10th December 2015 and will be attended by His Excellency President Yoweri Kaguta Museveni, President of the Republic of Uganda.The President is also expected to Commission the Newly completed Chancery Building of the Uganda High Commission, Kigali.
